Emergency Repair Loan Program (ERL)
The Emergency Repair Loan Program
(ERL) is a low-interest loan and technical assistance program
intended to assist qualified homeowners with repairs of hazardous
conditions that threaten their health and/or the safety of their
homes. Loans of up to $10,000 are offered at an interest
rate of 3%, amortized over a 5-year term, with possible exceptions
to the stated loan structure for special needs. Funds are
generally available within 7 days of receipt of the signed labor
contract.
Common uses of Emergency Repair Loans
include roof repair/replacement, plumbing/sewage repair and heater
replacement. Emergency Repair Loans are often awarded in
conjunction with the Single-Family Housing
Rehabilitation Loan Program in order to address the more urgent
repair needs of an extensive rehabilitation project.
In certain cases, the ERL loan may be used as a pre-construction
loan associated with the Single-Family Housing Rehabilitation
Loan Program.
To be eligible for the Emergency Repair
Loan Program, gross annual household income may not exceed the
program income limits.
